Consultancy Opportunity: Framing Consultant – Climate, Economic and Social Justice, and Corporate Accountability Programme.

Purpose and Background

Amnesty International is seeking a skilled and creative consultant to lead the development of accessible, campaignable framings or taglines for our Climate, Economic and Social Justice, and Corporate Accountability (CEC) Programme.

The goal of this consultancy is to develop 2–4 overarching narrative frames that:

  • Articulate our work across the three teams in a compelling, unified way.
  • Support effective communication with Amnesty's members and wider public audiences.
  • Serve as a reference point for strategic decision-making across campaigns, research, and advocacy.

This work will ensure that our external messaging is rooted in human rights values and is impactful, inclusive, and aligned with long-term strategic goals.

Background

The CEC Programme encompasses work on economic, social and cultural rights, business and human rights, and corporate accountability. As part of its 2025–2030 vision, the programme is seeking narrative cohesion across its diverse areas of work — such as fossil fuel divestment, tax justice, labour rights, and climate reparations — to engage supporters and amplify advocacy efforts.

Framings like “Make Polluters Pay” exemplify how complex issues can be brought together under powerful, action-oriented messages. The consultant will work closely with CEC teams to identify and develop similarly resonant narratives for public and internal use.

Objectives and Deliverables

The consultant will be responsible for:

Review and Analysis

  • Reviewing annotated strategies from the Climate Justice, Economic and Social Justice, and Corporate Accountability teams.
  • Conducting a rapid review of key documents, such as 2025 plans, donor reports, press releases, and campaign outputs.
  • Holding one-on-one interviews or focus groups with programme staff to understand current narratives and strategic direction.

Framing Development

  • Proposing an initial set of 2–4 draft framings/taglines.
  • Facilitating two collaborative workshops with programme staff to refine these framings.
  • Delivering a final set of taglines, each accompanied by a 2–5 sentence narrative summary.

Deliverables

  • Draft narrative framings (by approx. Week 5)
  • Finalised taglines and narrative summaries (by approx. Week 8)

Duration 6–8 weeks, starting as soon as possible.

Essential Skills and Experience

  • Strong familiarity with economic, social and cultural rights, business and human rights, and corporate accountability.
  • Proven experience in narrative framing, communications strategy, or campaign messaging in human rights, climate justice, or development sectors.
  • Commitment to transformative, inclusive communications that avoid harmful or paternalistic narratives.
  • Experience facilitating participatory workshops and consultations.
