Purpose and Background
Amnesty International is launching an ambitious global Climate Justice & Equality Programme, grounded in human rights, decolonial values, and intersectional justice. Recognizing the complexity and climate vulnerability of South Asia, we are seeking a highly experienced Regional Scoping Consultant to support the development of our strategic direction in the region.
This desk-based consultancy will assess the regional climate justice landscape, identify key thematic and strategic entry points, and propose a high-level theory of change that reflects Amnesty's mandate and complements existing regional efforts.

The consultant will be responsible for delivering:
• A comprehensive analysis of the climate justice landscape across Afghanistan, India, Bangladesh, Nepal, Bhutan, Sri Lanka, Pakistan, and the Maldives.
• A stakeholder consultation summary capturing insights from remote engagements with climate activists, human rights defenders, and partner organisations.
• A final strategic report including:
o Executive summary
o Key findings from desk review and consultations
o A draft regional theory of change
o Strategic recommendations and advocacy priorities
o Annexes (e.g. stakeholder list, interview guides)
Scope of Work
The consultant will:
• Conduct a desk-based review of climate justice literature, policy frameworks, and human rights impacts in South Asia.
• Map key stakeholders and actors in the regional climate justice ecosystem.
• Identify thematic entry points such as climate displacement, Indigenous land rights, health and climate, gendered impacts, fossil fuel harms, corporate accountability, youth movements, and more.
• Organize and conduct virtual consultations with regional partners and civil society actors.
• Recommend areas of strategic focus, potential partnerships, and risks to avoid duplication.
• Draft a regional theory of change that integrates climate justice, intersectionality, and human rights.
Essential Skills and Experience
• Minimum 7 years' experience in climate justice, environmental justice, or human rights in South Asia.
• Proven experience conducting regional scoping or strategic assessments.
• Strong understanding of intersectionality, decolonial frameworks, and rights-based approaches.
• Demonstrated ability to engage with civil society, grassroots movements, and HRDs.
• Excellent research, analytical, and writing skills in English.
